The river level at Rooster Rock State Park was very high today at ~19ft, as reported by waterdata.usgs.gov. The river level measurement is taken below the Bonneville Dam, upriver from Rooster Rock.
As the pictures show, there is currently no sand beach at the bottom of the stairs that lead down from the parking lot, and the clothing-optional beach section is mostly flooded, though there are some trails that you can still walk on.
The high water level of the Columbia River reaches the bottom of the stairs which lead down from the parking lot. 
Due to the high river level, the clothing-optional beach is currently inaccessible on foot.
